George Bush: "I was unprepared for war"

On December, 1st, on the ABC News' Charlie Gibson TV show, George W. Bush acknowledged that he was "unprepared to War". And he regrets the failure of his secret services in Irak, who claimed that Irak owned AMD.

He was unprepared. Isn't the President of the US also the chief of the army? Isn't a chief of the Army supposed to be prepared to War?
And the 4200 young and unexperiment soldiers who have died in Irak, were they prepared?
And even so, why did he triggered it??
